With over 35 years of leadership experience in both the public and private sectors, Donald C. Williams has a record of developing and implementing strategic solutions that create world-class, results- oriented organizations.
As Principal and Owner of the Richmond-based Donald Williams Group, Williams provides a wide array of consulting services to firms seeking business opportunities with all levels of government, while assisting clients in navigating the complexities of public procurement. He focuses on the development of strategic relationships that match the diverse resources of firms to the requirements of specialized procurement opportunities.
Prior to returning to the private sector, Donald C. Williams was appointed by President George W. Bush as the Regional Administrator of the U. S. General Services Administration's National Capital Region in Washington DC, serving from 2001 through 2005. Leading GSA's largest organization, Williams administered a $1.8 billion operating budget and directed a staff of over 1,500. He oversaw the government's largest real estate operation, responsible for 86 million square feet of space and a $3 billion annual construction budget. Also, Williams was responsible for the GSA's technology and telecommunications operations in Washington, and its $1.5 billion budget. During his tenure with GSA he served on the Agency's Executive and Performance Review Boards, overseeing all Executive employment, evaluations and salaries.
In December 2005, Williams was awarded GSA's highest recognition, the Administrator's Exceptional Service Award.
From 1994 through late 2001, Williams served as the Director of Virginia's Department of General Services, appointed by Governor George Allen and Governor Jim Gilmore, overseeing all state construction, real estate operations, the Commonwealth's self-insurance program, consolidated laboratory services and the Virginia's public procurement functions. In addition to directing restoration of Virginia's Executive Mansion, Williams guided the initial development and launch of eVA, the Commonwealth's award-winning electronic procurement engine.
In December 2009, Governor-elect Bob McDonnell appointed Williams to his Transition Team for the Administration Secretariat.
Williams resides in Chesterfield County with his wife, Nancy, who are proud parents of two grown sons.
